Leicester Walking Club

Rules & Constitution
(Revised February 2004)

 

1  Constitution

1.1  Title

The title of the club shall be Leicester Walking Club.

1.2  Object

The object of the club shall be the promotion of Race Walking.

1.3  Headquarters

The headquarters of the club, wherever it may be, shall always have the title of “Livingston House”.

1.4  Affiliation

The club shall be affiliated to the Midlands Area of the Race Walking Association, the Leicestershire & Rutland Amateur Athletics Association, the Midland Counties Athletics Association and any other association or group deemed beneficial to the object of the club, subject to the approval of the general committee.

1.5  Dissolution

In the event of the dissolution of the club, the trustees are directed that after meeting all outstanding liabilities, all moneys and the proceeds from the sale of any assets be donated to one or more recognised bodies responsible for promoting athletics for the Physically Handicapped in Leicester, Leicestershire or Rutland.

 

2  Membership

2.1  Scope of Membership

Membership of the club is confined to “Amateurs” as defined within the current rules of UK Athletics.

2.2  Applications for Membership

Any application for membership must be made on the clubs standard “Application for Membership” form in use at the time of the application and shall be proposed and seconded by any fully paid up members of the club. The application form must be fully completed in all respects before submission and will then be considered at a properly constituted meeting of the general committee where it will be accepted only by a two-thirds majority vote.

Second claim members will only be accepted providing their first claim club approves their application. Second claim members will be eligible to compete in all club events except championships which are open to first claim members only. Eligibility for all other events is subject to the rules of UK Athletics in force at the time.

2.3  Membership Subscriptions

Subscriptions for membership are payable annually becoming due on 1st January each year at the rates ruling at that time.

2.4  Termination of Membership

Members resigning from the club shall do so in writing to the Honorary Secretary, the resignation will then be considered by the general committee in accordance with the rules of UK Athletics in force at the time.

The general committee shall have the power to expel any member whose membership subscription is eighteen months in arrears. All such expulsions shall be managed in accordance with the rules of UK Athletics in force at the time.

2.5  Life Members

Life membership may be bestowed on persons who have rendered outstanding service to the club. Nominations from any fully paid up member(s) must be made in writing to the general committee through the Honorary Secretary. Provided the nomination is approved by the general committee it shall be included as a proposal in the agenda of the next annual general meeting.

An award of Life Membership shall be presented by the President on behalf of the Club. The award of Life Membership shall be considered the highest award that the club can make.

2.6  Patrons

The club would look favourably on non-club members who give a substantial donation or a number of annual donations becoming patrons. The club would keep patrons informed of the club activities and would give some form of recognition which would be decided by the general committee.

2.7  Age Limits

Members age limits and distance restrictions shall be governed by current UK Athletics rules.

 

3  Officers and Management

3.1  General Committee

The management of the club shall be vested in a committee consisting of the following:

1. The President
2. The Honorary Secretary
3. The Honorary Treasurer
4. The Club Manager
5. The Race Manager
6. Any other positions elected at the annual general meeting.

The committee shall have the authority to appoint additional members at any time on a majority decision. A chairman will be elected annually by the members of the general committee.

Past Presidents and Life Members shall be entitled to attend general committee meetings.

The committee shall meet once a month and keep accurate records of attendance and minutes of all proceedings. A special committee meeting may be called at any time by direction of the Secretary. Five members shall form a quorum.

All those entitled to attend General Committee meetings shall have one vote except the chairman who shall have the casting vote where necessary.

3.2  Vice Presidents and Honorary Vice Presidents

Vice Presidents and Honorary Vice Presidents shall be nominated by a proposition from any fully paid up member to the general committee. The proposition will be circulated to the membership with the notice of the annual general meeting. Any objections to such nominations must be registered with the Honorary Secretary 14 days prior to the AGM.

In the absence of any objections, the nomination will be officially announced at the AGM without being put to a vote. If, however, one or more objections are received, the nominee will have the option of withdrawing prior to the AGM or allowing his or her name to go forward and being put to a vote with a two-thirds majority being required to gain approval.

3.3  President

As senior officer, the president shall chair all Annual General Meetings and all other club functions when present. The President shall be selected by the general committee from the list of Vice Presidents, Honorary Vice Presidents, Life Members and Past Presidents of the club.

3.4  President Elect

The President Elect shall be nominated by the general committee from the list of those eligible to become president as the person most likely to succeed the current president and shall be approved at the annual general meeting.

3.5  Honorary Secretary

The Honorary Secretary shall deal with the administration of the club including correspondence and agenda for meetings. If the Honorary secretary deems it beneficial, a minutes secretary may be appointed to record the minutes of meetings. The Honorary Secretary (and Minutes Secretary if required) shall be proposed and seconded by any full members of the club and elected at the annual general meeting.

3.6  Honorary Treasurer

The Honorary Treasurer shall be responsible for all financial matters relating to the club and shall report once a month to the general committee. The Honorary Treasurer shall be proposed and seconded by any full members of the club and elected at the annual general meeting.

3.7  Club Manager

The Club Manager shall be responsible for matters relating to the club premises, including its general upkeep, the provision of canteen facilities and any social activities. The Club Manager shall be proposed and seconded by any full members of the club and elected at the annual general meeting.

3.8  Race Manager

The Race Manager shall be responsible for all matters relating to the promotion of races and shall delegate aspects of the job as desirable. The Race Manager shall be proposed and seconded by any full members of the club and elected at the annual general meeting.

3.9  Trustees

The properties of the club shall be vested in three trustees, one of whom shall be the treasurer of the club. They shall be proposed by the general committee of the club and approved at the annual general meeting. It shall be the responsibility of the trustees to acquire, alter or dispose of any properties for or on behalf of the club as may be directed by the general committee.

3.10 Disciplinary Committee

The general committee may refer to the disciplinary committee any member who may be deemed to have infringed the club rules or brought the club into disrepute. The disciplinary committee shall be comprised of the President and the Trustees of the club.

3.11 Policy Statements

The club shall have written statements of policy on ‘equality', ‘health & safety' and ‘athlete's welfare'. The general committee shall regularly review and strictly enforce these policies.

 

4  General Meetings

4.1  Annual General Meeting

The financial year shall end on October 31 st . The Annual General Meeting shall be held in February each year.
The Honorary Secretary shall give at least 28 days notice of the Annual General Meeting. All proposals for the agenda must reach the Honorary Secretary at least 21 days prior to the meeting. The propositions will be available from the club room at least 14 days prior to the meeting.

4.2  Extraordinary General Meeting

An Extraordinary General Meeting may be held at the discretion of the General Committee, or shall be called within 21 days of the receipt by the Honorary Secretary of a requisition in writing of not less than any ten full members of the club stating the reason for calling such a meeting. Only the business referred to in the requisition may be discussed at any such meeting. The Honorary Secretary shall give at least 14 days notice to members of the date of the meeting.

4.3  Powers of Voting

Honorary Vice Presidents and full members shall have one vote each at the Annual General Meeting or any Extraordinary General Meeting. Members under 16 years may attend and participate but will not have any power to vote. In the event of an equal number of votes the chairman shall have a casting vote.

There shall be no voting by proxy at any meeting of the club, but any eligible member may send their views in writing on any item on the agenda to the Honorary Secretary prior to the date of the meeting and the same shall be read to the meeting at the appropriate time.

No club rule shall be repealed or altered and no new rule shall be made except by a majority vote of two thirds of the members attending the Annual General Meeting or any Extraordinary General Meeting called for that purpose.

If it was found necessary to call an Extraordinary General Meeting to propose the dissolution of the club, every member aged 16 or over with at least 2 years membership shall be allowed to vote. Those members eligible to vote who cannot attend the meeting will be allowed a postal vote which must be in the hands of the Honorary Secretary at least 2 days prior to the meeting. Once all the votes have been counted a 75% majority will be necessary to carry the motion.

 

5  Club Blue Award

5.1  General

The “Blue” shall be regarded as ranking second only to Life Membership and shall be awarded to any member who attains the high standard of gaining at least 20 qualifying points. A record will be kept of the points any member achieves by the Records Officer.

Any member may gain more than one point in any one race except where one or more events are held in conjunction with any other event, in which case points cannot be awarded for more than one individual place and more than one team place.

5.2  UK Athletics, Race Walking Association and AAA of England Senior Championships

3 points to be awarded for 1 st or 2 nd individual place.
2 points to be awarded for 3 rd or 4 th individual place or part of the 1 st place team.
1 point to be awarded for 5 th or 6 th individual place or part of the 2 nd or 3 rd place team.

5.3  Area (any) Senior Championships or Specified Open Events

2 points to be awarded for 1 st individual place.
1 point to be awarded for 2 nd or 3 rd individual place or part of the 1 st place team.

A list of accepted open events is held by the club and shall be reviewed annually by the General Committee.

5.4  County (any) Senior Championships and Club Senior Championships

1 point to be awarded for 1 st individual place.

5.5  100 Miles

1 pointed will be awarded to any member completing 100 miles.

5.6  International Selections

5 points will be awarded to any member attaining a full senior “A” G.B. International Selection.
1 point will be awarded to any member attaining a full senior “B” G.B. International Selection.

5.7  “Junior” Points

“Junior” points can be attained as follows :

1 “Junior” point will be awarded for a 1 st , 2 nd or 3 rd individual place or a 1 st team place in a UK Athletics, Race
Walking Association or AAA of England younger age group (U20) championship.
1 “Junior” point will be awarded for a 1 st individual place in an Area younger age group (U20) championship.
1 “Junior” point will be awarded to any member attaining a full junior G.B. International Selection.

Up to a maximum of 10 “Junior” points can be counted towards the Club Blue award. Juniors can, however, still score “senior” points in senior competition as outlined in paragraphs 5.2 to 5.6.

5.8  Points Prior to This Scheme

This scheme commenced on 1 st January 1988. Any member who can claim points prior to the start of the scheme must inform the Honorary Secretary in writing of his/her points with justification.

 

 

17 Interpretation

The general committee shall decide the interpretation and spirit of these rules and shall deal with any matter not covered in them.
